It's not that X is pushing anything in particular, it's that the algorithm responds to what is popular. We know this because the algorithm is open source, and we can see precisely how it works.
Things which are popular get boosted, things which are unpopular get deboosted.

I had vaguely wondered why the overwhelming majority of ads targeting misbehaviour on the tube seemed to cast white men/women as criminals and assumed it was purely "good manners".
The answer appears to be that you're not allowed to show minorities committing offences.
