Speed of light means latency is always a factor, even on Earth. But we already know that small intelligence computers with insanely high latency and packet drops (aka humans) can build all of civilization, so latency is not a fundamental scaling constraint. You just have to do localized buckets of compute that pool and synchronize their output to work to a greater goal.
