A more realistic stepping stone is Antimatter Catalyzed Fission/Fusion engines, only needs tiny amounts of antimatter to drive 'regular' nuclear reactions. But before we get to that there's lots of other more accessible technologies.

Advanced, reusable rockets are all we need to become a multiplanet civilization. Once we have a city on Mars, interplanetary travel will create a forcing function for vast improvements in spaceflight.
