Did you not read the article? This isnt about population decline its about having more people alive that are over working age then we have working. The danger is to many elderly to support with not enough young to provide.

Exactly, this is a serious problem. Ratio of retirees to workers is tracking towards unsustainability in many countries. An upside down demographic pyramid is unstable.
