Yep. New program goes live this month. Idk how many people would realistically qualify, but it will be possible to get a new Model 3 RWD for under $14k for those eligible.

I’m told by my team that the credits are not currently stackable, so the best case is more like roughly $20k and there are significant income restrictions. Still very compelling.
