Then run it as a bot and let it post reply tweets as anyone else can do. And then users can judge its credibility as they judge the credibility of any other reply or counter argument, without giving it special authority to attach editorial directly to peoples' posts.

What percentage of Community Nptes that you’ve seen are off the mark and can you cite examples? They are extremely accurate, in my experience. And everyone is subject to being Noted, including major advertisers and me.
A controversial post may have thousands of replies, so it is de facto impossible for the public to parse them all and understand what is most likely true.
The Notes requirement that groups who historically disagree must agree for a Note to be shown is extremely powerful.
Notes also ensures that there is a penalty for being wrong or engaging in deception, as those who are frequently Noted lose credibility.
