Combustion rockets are the best way to get to Mars in the short to medium term.
There is perhaps some merit to a fission rocket shuttling between low Earth orbit and low Mars orbit, but chemical rockets are well-suited to getting to orbit, given their high thrust/mass and low residual mass.
