Install the tiles like fish scales or shingles on a roof sir.

The angle of attack is significantly different during ascent, hypersonic flight and subsonic flight, so it is hard to overlap tiles consistent with the direction of air flow.
Also, super hot plasma water-falling over the height differences between overlapping tiles would create heat concentrations that erode the tiles.
