That’s a cool reference, but Leuctra was a one-time shock not a sustainable strategy. Epaminondas caught the Spartans off guard, but Thebes didn’t exactly go on to dominate Greece. Things stayed chaotic, and eventually Macedon swept in anyway.

The future strategy should certainly evolve, but it is worth noting that Thebes did actually dominate Greece for a decade following Leuctra
