I think Elon means Starship will put 100,000 V3 Starlink satellites into orbit, up from ~10,000 V2 satellites today launched via Falcon 9, and because each V3 satellite has ~10x more downlink capacity, having ~10x more satellites would result in ~100x more total bandwidth.

Yes, I expect the Starlink total constellation size, inclusive of direct-to-cell, to exceed 100k. Future versions of our satellites may exceed 50X the throughput of a V2, making the total system bandwidth even higher.
