Short answer: yes
There are four reasons 21” pkg is less efficient, ranked in descending order of effect:
1. Wheels aren’t as aerodynamic
2. Tires are more performance oriented (higher rolling resistance)
3. Rear tires are wider (more aero drag)
4. Wheels are heavier

@elonmusk cars should have saved driver preferences linked to profiles on their Phones so that when they connect their Bluetooth the seat, mirrors and temperature control adjust automatically to the drivers saved preference. Can you make this happen?
