Sounds reasonable to me. Might need to raise the age to 25, though. Auto Insurance rates drop for 25 year-olds indicating less risk. Could be similar for automatic weapon ownership.

Maybe just require homicide insurance for a gun purchase? Minimum car insurance, which is basically homocide insurance, is required for car ownership.
