That would be punching them at over half the speed of light, or around 4 gigatons TNT equivalent energy. I’m not sure if that could actually ignite fusion reactions in the atmosphere as the bad guy launched, but it would certainly make a mess!

Assuming ~0.5c is the resultant speed of the superheated plasma that remains of whoever got punched, simply attempting to transfer that much kinetic energy so fast would be comparable to a large thermonuclear explosion.
And the moon would have a very large new crater.
