The $61 billion is not meant to actually “win” versus Russia.
It is only meant to delay the collapse of Ukraine until after the election. Maybe 50,000 to 100,000 extra Ukrainians will die.
But at least that will help Biden avoid the embarrassment of a lost war before Nov 2024.

This administration will not describe what victory looks like, because there is no overlap between what is politically acceptable to say and what is actually possible to achieve.
