NEW: 23-year-old illegal immigrant Victor Antonio Martinez Hernandez has been arrested for the death and r*pe of Maryland mom Rachel Morin.
Hernandez had illegally crossed into the United States in 2023 from El Salvador after he reportedly killed another young woman.
