Because the gang who was supposed to inflict violence on the perpetrators on behalf of the white victims was called the police, in who society had entrusted as state monopoly on violence, and they feared being called racist more than not doing their jobs.

@jonatanpallesen People actually had a naive faith in the role of the police to protect them. The Sikhs were under no such illusion. To quote Goodfellas, mafias “offer protection for people who can't go to the cops”.
