From what I've read, the cost for the MST needed for VI is built into that $300M
ULA already got $967M to develop Vulcan and any launch capabilities in the Phase 2 funding. SpaceX, did not. You can argue they shldn't get those funds, but it's still a massive bargain for the USAF

You are correct. This is a substantial underpayment compared to what ULA has received.
