NEW: ICE says an illegal alien from Brazil who was caught by Border Patrol at the AZ border last July, then released into the US, is a fugitive who is wanted in Brazil for raping a vulnerable 13-year-old child. ICE Boston just arrested him near his home in Framingham, MA.
