In FY2022, 32% of the EITC was an improper overpayment ($18.2 Billion of EITC overpayments), according to the Federal Government itself.
The IRS is a proven-terrible agency to administer Welfare Payments. It needs to end.

The IRS relies on US Residents (not just citizens) self-certifying their qualification for these IRS Welfare programs that are effectively a "negative income tax".
From 2011-2019, there were ~30M IRS
