Sounds positive. At risk of stating the obvious, it is important to have taxes & disbursements serve the people of San Francisco.
The “gross receipts” tax makes it impossible for companies processing payments to be based in SF, as the total payment volume (which is NOT revenue) is taxed! This effectively amplifies the tax by a hundred.
Then, a significant part of the disbursements are made to government-funded NGOs (an obvious contradiction in terms) proportionate to how many drug zombies they manage. This creates a perverse incentive for them to keep the drug dealers in business in downtown SF or those who are addicted to the drugs will leave and the NGOs will lose money. This is beyond crazy!
