I have bad news for you, then. The US Senate was told today that on-orbit refueling has never been done before and is therefore impractical. And the Senate seems much more interested in a Lunar space station than building a Moon base.

SpaceX will do orbital refilling several times next year with Starship V3.
Because we are simply docking with ourself, this is a much easier problem than docking with the Space Station, which SpaceX already does several times a year.
