To state the obvious:
1. Control illegal immigration.
2. Bring legal immigrants who share America's values and contribute to society (create jobs!).
3. Fix the H-1B loopholes and set up a common-sense points system.
That's the best way that America will keep winning.

Another comment I hear often is “shut down H1-B, exceptional people can use O1. But Elon Musk was denied an O1 after selling his first company Zip2 and had to use an H1-B.
